Long Beach City Manager Patrick H. West and Police Chief Robert Luna today announced the appointment of Commander Richard Conant to Deputy Chief. He fills the vacancy created by the retirement of Deputy Chief Richard Rocchi. Additionally, Lieutenant Steve Lauricella has been promoted to the position of Commander.

"Richard Conant and Steve Lauricella display dedication and leadership skills at the highest levels and will be assets to our leadership team,” said Chief Luna. "They are fully engaged with our community partners and embrace our department's core values of ethics, intelligence, and respect."

Deputy Chief Richard Conant, a 25-year veteran, began his career as an Officer in 1991. He was promoted to Sergeant in 2006, to Lieutenant in 2011, and to Commander in 2015.

Deputy Chief Conant has a diverse work history, including Patrol, Gang Enforcement, Homicide, S.W.A.T., Directed Enforcement, and Internal Affairs. He most recently served as Chief of Staff to the Chief of Police. Deputy Chief Conant has completed the Sherman Block Supervisory Leadership Institute, FBI Crisis Negotiation Team Leadership training, and is a graduate of Leadership Long Beach Institute Class of 2015.

“I'm excited to begin this new opportunity," said Deputy Chief Conant. "My central goal, in collaboration with our community and City partners, is to advance and strengthen the department’s strategic vision and core values.”

Commander Steve Lauricella began his career with the City of Long Beach in 1988 as a Reserve Police Officer. He was hired as a full-time Officer in 1990 and was promoted to Sergeant in 1997, and Lieutenant in 2013.

Throughout his career, Commander Lauricella has worked a number of assignments including, Internal Affairs, Patrol, Field Training Officer, Special Victims Section, Domestic Violence, Gang Detail, Field Training Program Coordinator, Office of the Chief of Police, Sex Crime Investigations, and the Warrant/Labor Relations Detail.

Commander Lauricella has a Bachelor of Arts in Law Enforcement Education from the University of Massachusetts, Amherst, and a Master’s Degree in Communication Management from the University of Southern California. He is a graduate of the Sherman Block Leadership Institute, as well as the Peace Officer Standard and Training Management Course. He is also an adjunct faculty member of the Museum of Tolerance as an instructor with the Law Enforcement Tools for Tolerance Program.
